Public Value Chain – Evaluation of a Network of Trout Producers and Processing Companies in Peru
In April 2010, Dr. Harald Tuckermann and Miriam Orellana conducted a two-week field study in Arapa, located in the southern Peruvian highlands, on behalf of SIPPO and under the auspices of CLVS-HSG.
Using the Public Value Chain methodology, the study aimed to identify the economic, social, ethical, and emotional effects of SME support by the Swiss organization SIPPO.
Trout farming in Arapa originated in the 1980s on the initiative of Swiss pastor Marcos Degen and has since become a key driver of local development as well as of the preservation of Lake Arapa as a natural resource. Today, Arapa hosts over one hundred trout farmers, an independent hatchery, a processing company, a feed production facility, and a local distribution network. Above all, access to international markets and the growing importance of fair trade have positively shaped the sector’s further development.

Public Value Chain Evaluation – Coffee Cooperative Alto Palomar, Peru
Between July 11 and August 8, 2009, Prof. Dr. Urs Jäger, Executive Director of CLSVS-HSG, and doctoral candidate Angélica Rotondaro (PhD program in Organization and Culture, HSG), conducted a field study at a coffee plantation in the central Peruvian Amazon.
Applying the Public Value Chain approach, the study sought to determine to what extent SME programs operating on international markets generate added value for local communities and contribute to poverty reduction.
The Alto Palomar cooperative, founded in 2002, currently counts 300 coffee producers as members and is located in the Chanchamayo region at 1,400 meters above sea level. In recent years, Peruvian cooperatives have entered a decisive rebuilding phase, following the forced abandonment of plantations in the 1990s due to terrorism and social crises, which led many farmers to migrate to cities or other South American countries. Access to international markets and fair trade has significantly supported their recovery and growth.

Strategic Retreat of the Board of CATIE, Costa Rica
In 2009, Prof. Dr. Martin Hilb facilitated a two-day retreat for the Board of the Centro Agronómico Tropical de Investigación y Enseñanza (CATIE), Latin America’s leading research and educational institution for tropical agriculture. The board consists of government representatives from Belize, Bolivia, El Salvador, Guatemala, Honduras, Mexico, Nicaragua, Panama, Paraguay, and Venezuela.
CATIE’s mission is “to contribute to reducing rural poverty, promoting sustainable and competitive agriculture, and managing natural resources through academic education, research, and technical cooperation.”
Drawing on a SWOT analysis and Hilb’s New Corporate Governance approach, the board developed a set of new tools and an action plan for their immediate implementation. The retreat was based on Hilb’s book New Corporate Governance.
Service in the Diplomatic Corps
Michael Meier, M.A., studied contemporary history, political science, and political economy at the University of Fribourg, complemented by further studies in economics at HSG. From 2005 to 2008, he was a research associate at the Swiss Institute for International Economics and Applied Economic Research (SIAW-HSG), where he was responsible, among other tasks, for editing the WTO News.
In July 2008, he entered the Swiss diplomatic service. As part of his training, he served a nine-month traineeship at the Swiss Embassy in Bogotá.
Advisory Work in Central America
Since 2000, Prof. Dr. Karl Frauendorfer, Executive Director of the Institute for Operations Research and Computational Finance (ior/cf-HSG), has traveled regularly to Central America, particularly to El Salvador, to develop new models in the field of energy economics.
His institute has long supported the Comisión Ejecutiva Hidroeléctrica del Río Lempa (CEL), El Salvador’s largest energy provider, in navigating a highly challenging market environment. CEL’s hydroelectric capacities are optimized using multistage stochastic models developed at ior/cf-HSG, aimed at profit maximization and price stabilization. Increasingly internationalized by political decisions, CEL’s market context requires complex contract management. To this end, the institute developed specialized software tailored to the Central American energy sector, making extensive use of stochastic optimization. The software was successfully integrated into CEL’s IT infrastructure during the previous semester.
